I am 13 and my girlfriend is 17 we are not active is it illegal?

This question has been often asked and answered here. There are no laws governing dating. But she could be in big trouble if you engage in sexual activity.

That being said, I really find it hard to believe that a 17 yr old girl would even think of dating a 13 yr old boy! At 13 you shouldn't be one on one dating in the first place. What do your parents think of this (if in fact its real)? How could you possibly have enough in common for a relationship?

What is immaterial? Nothing I said is immaterial. I would go a little further anything beyond simple kissing.
