I have all the paper work required for proof that my neighbor let their fecal sewage drain into my well causing me to drill a new well at the cost of $5200.00,but this was 20 years ago.Do I have any recourse now ?

I don't know of any place where the SOL on a civil matter like this would not have expired more than 10 years ago.
