My mower won't even turn over. Lights come on so I am guessing that the battery isn't dead

. Remove and fully charge the battery. It takes a lot more amperage to power the starter motor than lights.

. Check for spark.

. Check for fuel.

My bet is the battery needs charging or replacing.
