I currently work 2 jobs, but at my second job I do not get deducted for federal and state taxes. My second job is part time, which is 2 days a week for 5 hours a day. Why aren't taxes being taken out?

It will have to do with the number of dependents you filed for, and status ( married or single)
Next it is off a chart, and does not take into consideration a 2nd job, so if you have almost no income then it will not show as much to be withheld, all the way to none.
You can get with HR and change the way you withhold, or even decide to have a additional amount held out.
I suggest you go to one of the on-line tax sites (TaxAct has the 2010 version available) and run the numbers using your paystubs from both jobs. If you are getting a refund even though NO money is being withheld from your second job, then you will be okay.
If you owe money, that is STILL okay (because ANY refund is an interest-free loan to the IRS) as long as you do not have to pay MORE than $1,000 come 15 April 2011.
