Its not illegal to date him. It will probably be illegal for him to have sex with you.

So as long as your parents don't mind there is no issue in just dating, but having any level of sexual contact could put the other party in jail.

I doubt it'll be illegal for you to date him, per se, unless you stay out past curfew regulations with him. It'd be illegal for the two of you to be sexually intimate with each other.

If in Canada, where the age of consent for sex is 14, then you have no problems.

Kissing is not sex, but I wouldn't go any further.

You just make sure that he knows what age you are because if he happens to have sex with you, and this mean any type of sex, even if it is with your consent, he will be guilty of sexual assault, this use to be called Rape but now most states call it sexual assault because it covers many more sexual things.
Dating his is OK as long as you follow all other laws, such as underage drinking, and if he follows all the other laws, such as contributing to the delinquency of a minor.
