NYCHA private landlord allowing tenants to DO (not sell) illegal drugs on premises
I live under section 8/ welfare tenants in NYC. Besides the noise they make, The tenants sons (they are not on the lease) smokes weed behind the house where my bedroom window is located. I have spoken to the tenant as well as the landlord about this drug use.and they continue to do it. I have called the police but the tenants sons are gone by the time the police arrive. I reported to the landlord I finally got video of them using drugs by my window. My landlord stated there is nothing he can do about it. I have tried to find NYC laws on Tenants living off the government money( my Tax dollar) using drugs.and the landlord allowing it.
I plan to take him to court for this among other issues. I was told I need to cite the housing laws as well as get the police involved I have looked up NYCHA law, NYC housing laws but its not so clear.

My question is where do I need to search to find laws against tenants drug use and the landlord allowing this to continue while he continues to collect rent.
    Thank You in advance...

There is little out there as to direct law as a authority. They seem to defer to the police only. But one interesting thing I found is called the bawdy house law.

The Case of The Youthful Offender And The Bawdy House Law (Gotham Gazette, Feb 2005)

And this applies directly to your situation.
