    Where are you located?
    UK?
    Is this 230 volts?
If so is your system a ring main? How do you know that there is power running to the cable but no out put to appliances.also there is power running in the neutral wire?

I really need more info and detail to help.

I am curious as to how you determined there is "power running in the neutral" ? Also I assume you meant a fan ? Also you say appliance(s) is there more than one that doesn't work? Or just the fan ?
