Is the internal fan turning on?
You may have a blown fan circuit or even just a dead heat sequencer.
So what actions should I take and how muxh am I looking to spend

I cannot comment about the costs. There are way to many variables by sections of the country.
A heat sequencer should not cost all that much if you are a contractor and can purchase it from a supply shop.
However a blown fan motor is a totally different problem, cost wise.
You could try a simple test. Look at your thermostat and see if there is an on/off switch for the fan. If there is, then turn the fan on. If it works, then your problem is no the fan circuit it is with the circuit that turns the fan on automatically.
Beyond that, I cannot help you. I would need to see the unit and read the schematic to see if there is an electrical or electronic bug.
I would suggest that you wait for a response from a HVAC tech.
