I am finishing my basement with wood studs on a concrete floor
Under normal conditions no,but use pressure treated wood on plate.
I would do a dampness test with a square of plastic taped to the floor for 48 hours. And if OK, put clear sealant on the concrete floor and walls. Seal cracks. If not OK, don't finish your basement!
My 43 year old split level with bedrooms on slab had rot, termite damage etc, in the studs. One corner was totally gone - all the wood 4" up.
Like recos said, no need for plastic... use pressure treated studs.
Adhere to floor using construction adhesive and use a RAMSET tool to set in place permanently.
Joypulv also raised a good point... check for moisture. If present you may want to raise the floor using a dri-core flooring panel system.
