Throughout the house each faucet gushes out with hot water and the cold is only a slow stream. Mixing using the handles yields less warm water pressure than hot alone. What do you suggest water from main is fine.

Cold is low volume at every single fixture?

If you have low cold water pressure at all fixtures/faucets but you have great hot water pressure at all fixtures/faucets then that suggests that the issue will be AFTER the cold water feeds into the water heater.
Look for a shutoff AFTER the cold water has fed into the water heater. Here, you should find a shutoff on the cold water line feeding the water heater... that shutoff is fine... then you continue to follow the cold water line PAST the water heater and see if you can find a shutoff. If you find a shutoff check to be sure it is full open. If the shutoff is full open then that shutoff may need to be replaced or there could be another shutoff further up the cold water line that needs to be opened or replaced.
Other things to check here include checking for an inline flter... again should be past the feed into the water heater. The filter may need to be replaced.
I can think of a couple other things to check, but check on this stuff first and the get back to us...
