You would normally see your own doctor, get a referral to an obgyn who would confer with you and set up the surgery to have your tubes tied. I don't know where you are located, but that is the way it is done in Canada.
To be more straight forward, no you would not contact a surgeon. Can you get in touch with the last obgyn you saw? She would probably have your records available which would be better then starting from scratch.

I found a clinic, cheaper that way. Look in the phone book for the nearest Planned Parenthood even if they tell you the nearest surgical clinic that isn't theirs.
