    Says :
    "The atmosphere is made up of several layers: the troposphere, stratosphere, mesosphere, ionosphere, and exosphere. Closest to Earth is the troposphere. Most of the clouds you see in the sky are found in the troposphere, and this is the layer of the atmosphere we associate with weather."

    The Thermosphere / Ionosphere is further above the Earth than the Troposphere.

    This site http://en.wikipedia.org/wiki/Thermosphere says:

    "The International Space Station has a stable orbit within the middle of the thermosphere, between 320 and 380 kilometres (200 and 240 mi). Auroras also occur in the thermosphere."

    So the Troposhere is where the weather is, and the Thermosphere is where the International Space Station is.

    The question is not convey good meaning. It seems you intend to know the fact that where weather occurs in the atmosphere. If that is true the answer is weather occurs in trophosphere, not in thermosphere.
