I have a car, I'm not using the vehicle because I have received lots of parking tickets that I'm unable to pay at this moment. Is it ilegal to sell the car or is it impossible to do so?

This actually depends on where you live. Some DMVs will hold up the transfer of title if there are outstanding tickets. In other cases, you will not be able to register a new vehicle.

But generally, there will probably not be a problem if buyer gets a new license plate.
