I want to put stucco on a cinder block structure. I am assuming the best way is to attached lath to the cinder blocks then cover that will stucco.

Is this the best solution? What is the best way to attach lath to cinder blocks? Screws, nails, drilling holes then screws, etc.

Stucco is normally applied directly to block without lath. (Provided the block isn't painted.)

You should use a bonding primer on the block first and then apply the stucco.
