Well my fiancé has several children (but 2 in particular), and is court ordered to pay child support. He doesn't work and has applied for disability. When he doesn't pay child support he is locked up. But he isn't allow to see either of the children. The parents threaten to get people to physical hurt him and he just wants to sign over the right. How does he go about doing this? How much does it cost? What kind of paper work does he need to fill out and where can he get this paper work??

I'm sorry, but unless there is someone in place to adopt the children, like a step parent for instance, the court does not typically grant termination of rights.

Visitation and child support are two different issues. If he is not getting his visitation he needs to go back to court to have it enforced.
