My car runs top until it hits real close to 1/4 of a tank and below and then it hesitates, it's a 5 speed and it makes my car jerk.
I have gathered it can't be water cause I have read other questions on here. But could this really be a fuel filter problem, wouldn't it happen all the time? Just wondering I'm not the most mechanically inclined but I know a simple thing or two.

You will probably need to replace the fuel pump/tank unit.

While doing the final diagnostics, you may want to gather a small fuel sample and see if there is any foreign substances in the tank.
During one of those times when it's hesitating, taking the sample of that fuel could be beneficial.

Empty the tank, change the filter, and you should be good to go.
