    How do I check a new waste line for leaks ?

    I cut a 4" dia hole in new finished floor. put in a PVC closet flange, fits nice but the thickness of the ring ( about 1/4 " ) is above the floor shouldn't the top of the flange be level with floor??

    No, the flange need not be flush with the floor. The bowl design makes allowances for this. Also, when we test our drainage prier to inspection we fill the stacks for a static test, not a pressure test. As I've stated, we run and fill the line with water and check the joints for leaks.
