I have a 96 honda accord no spark when I take the ecu fuse out and put it in little and wiggle it I have spark what could it be I replaced the fse box and the compter

That sounds to me like the female fuse terminal has bee damaged and needs corrected.
If you look into that fuse socket, you'll likely see more space between the terminal contacts. This means there isn't a good mechanical fit for the fuse to complete the circuit.
In some cases, you can use a long, stiff needle (and maybe a magnifying glass!) to get behind the contacts and pry them gently together. Test the fuse periodically to see if it is a better connection.

Take a pair of pliers and slightly twist each connector to the fuse. This will ensure a tight fit.
