Is my meter panel suppose to be grounded to a ground-rod?

Depends. This was done quite often in the past, but not much in recent years, depending on your location.

Why do you ask?

I just bought a place in the country and noticed that my meter panel was not grounded. I thought that since my main shutoff breaker was located there, it would have to be grounded to a ground rod or cold metal pipe under ground.
