I checked the fuses and appear to be OK. The bulbs look OK too. This is a 1999 VW pasat wagon and I really don't want to take it to the dealer $$$ Help!

I would recheck those fuses. Look for tail or panel light fuses.
(usually inside the car)
Who says you need to take it to a dealer? Ask a friend where they take their car for a trusted mechanic.
Electrical problems can quickly become a nightmare for your average DIY'er. But if you want to try, txgreasemonkey will post a link for you later on I'm sure.
