Have you taken him to the vet? If he was a stray that was found roaming around he is probably filled with parasites and fleas. This alone can stop a dog from eating, and keep them dehydrated. Don't bother with the over the counter meds, in your case I strongly suggest something your vet will prescribe. I like Revolution.
How long have you had the pup for?
He can't afford for you not to go to the vet. This could possibly kill him. He's definitely suffering.
Most Doctors will work out some kind of payment plan if you ask and are reasonable about terms.
Try contacting local shelters and rescues to see if they can help you out. Being a stray it's possible they will help with treatment.
If your dog hasn't eaten in 4 days with noticeable mood changes, then yes, you need to go to a vet. At the very least, have a phone consultation. The spendy part about vets is the over night stay. If you can monitor him and keep in contact, you should be able to have him pull through.
You might want to cook up some browned hamburger and rice or boiled chicken and rice. Get something into his stomach.
Has he pottied? If so, what does it look like? Runny? Solid? If runny, feed yogart. Yogart is a natural digestive aid that will help his gurgaly stomach. He also might have worms. Worms will make a dog feel sick. Take him in for a general check up. General check ups and a good worming doesn't break the bank by any means.
Good Luck
