This discharge is clear and slimmy I have had it for years and just recently started going to the doctor I have had paps and swabs they all came back negative and my doc keeps giving me medication for yeast and bacterial infections I don't know what else to do

If this discharge has no odor and, as you say clear, it is the discharge you get when you are ovulating and that is quite normal. I don't know why your doctor didn't explain that to you.

You would be getting this discharge only one time a month, so if have been getting it for years, you have been getting it since you started menstruating.
