Yes, a man can get another woman pregnant and have a child with her. He would then be responsible for paying for the care of that child, even if he chooses not to be in the child's life.
As for Dr.Phil, where did you get your info from? As far as I know he only has children with his wife Robin. I'd love to see your source of information and it better not be a tabloid magazine.

Yes. Depends, basically on what's put on the birth certificate.
Laws vary by locale, so without knowing your locale we can't be specific. But yes a child born out of wedlock (meaning to a mother and father who are not married to each other) can still carry the father's name, can have rights of inheritance, etc. it doesn't matter whether either parent is married to someone else or not. The rules are generally the same.
However, when a child is born to a married couple, the husband is usually presumed to be the legal father. The bio father would have to go to court to challenge this.

1.The father signed PA
2.The father was adjudicated as father through court proceeding.
