There would need to be documented procedures in place regarding making sure that only appropriate personnel have the ability to hear any health-related conversations.
Why would you think this violates HIPAA? HIPAA (not HIPPA) prohibits a medical provider from discussing a patients diagnosis or treatment with an unauthorized 3rd party. The security personnel who are charged with monitoring the cameras would be bound by HIPAA just like any other employee of the facility.
I don't see anything close to a violation here. A violation might occur if someone was privy to recorded information and then shared it.
Is this workplace a doctor's office or other health care provider?
