This movie was back in the 60s-70s, as I recall. It is a 'coming of age' movie focusing on the conflicts of young people. It centered on a group of youth in something like an urban summer camp with young adult counselors. One boy in the group was being picked on by the other youth, and a female counselor took him under her wing and tried to comfort him. This may have been an independent film. I don't remember sub titles, but it may have been a foreign language film.
