Not a good idea. Never a good idea for an adult to date a minor. Even if you are doing nothing wrong, there is always the chance of the 17 year old saying you were inapproriate. Be safe, stick with 18 or over.
The age of consent in Illinois is 17. But kissing someone under the age of 18 (if you are 18+) is legal as long as it isn't over 5 years of age difference. Sexual acts with a minor are punishable by law (Doesn't have to be penetration to be considered sexual).
There are no laws governing dating in most of the world. The only laws refer to sexual activity. However a 17 yr old is still subject to her parent's control. So the parent's would have to approve.
I see no problem otherwise.
There isn't any law in USA which can forbid you doing that.

There are no laws against DATING. There are law regarding sexual contact, but that's a different issue. However, since the 17-year-old is a minor, Mom and Dad are in charge. If they say she can't date a 20-year-old, then she can't. If Mom and Dad are okay with you dating, then there's nothing for you to worry about.
Some guys would rather face a firing squad.. than an angry Mom and Dad.

Do they live in GA? If not, then why would GA laws apply? To summarize this. There are no laws that govern dating. She is above the age of consent so he wouldn't get in trouble for sexual activity (though I do not recommend they do so). Her parents do have the right to prevent him from seeing her. So the only trouble would occur if they do that.
