Household dogs in my society are a menace. Can the society raise objection against these dog owners and are they required to have any legal license for owning dogs. Can the society bye-law restrict such owning of dogs in the society.

Where are you located at? As in what country Many communities in the USA do require dog licenses... and in fact, I think it should be extended to cats as well. They are as much a menance as dogs are.
They should NOT in fact restrict the right to own dogs... and I've seen far more cases of people that really should have to have a license to have kids. Most people treat their dogs better than some treat their own kids. And THAT has a far greater impact on society than dogs do.

Household dogs are not a menace in our society. How did you come by that conclusion? As for dog licensing, that is up to the particular municipality and is not really enforced in some. It isn't enforced in my town unless the dog is a known runner and a nuisance. It isn't a 'society by law'.

The legal answer, which isn't what you're looking for, is that it depends on locale. My hometown requires a license for each dog and cat in the household; it also bans pitbulls because they're considered a "dangerous" dog.
So yes, if your town ordinances require you to obtain a license for your animal, then you need to do it. Especially for a dog that may be considered a threat.
