It may well be age related incontinence. Is there any one spot or does he just go whenever and wherever he happens to be?

Scared or not, there are other age related issues (which this sounds more like as we go) that need to be attended to. Cataracts, tumors, organ failure, just generally running down all start happening as age advances. Some of these can cause him a great deal of distress which I know you don't want to do.

When we rescued him we were told that he had cataracts and it was too far gone which now my poor little man is partially blind but the vet recommended classes which we took him to classes to learn how to cope with that and he came on leeps and bounds
