    Hi moonby5...

    There is always water that remains in the toilet bowl. The waste pipe below the toilet never has water that stays in it unless the drain line is clogged.

    Why do you ask?

    Mark nailed it,
    The closet bend and drainage under the toilet is sloped so the water will drain away. If there's water down there either one of two things,
    1) You have a blockage that's preventing the pipes from draining **OR**
    2) There's back slope on the pipes causing the water to be trapped. Good luck, Tom
