After reading several threads here I've decided to give it a shot. Rheem heat pump and condenser fan will not start spinning freely. If I "kick start" it, the fan will turn for a few minutes then start to bog down and eventually trip the reset. To me this seems like a motor only issue and not related to capacitor or voltage. Am I right?

Can`t tell you that for sure it's the motor
Does the compressor start up and run?
It could still be that one side,the fan side of the capicitor is bad
