Working on a ruud 15 Ton condenser. The unit won't start. I have freon in it and also It is getting 24 volts from the transformer. The thermostat is calling for cool. Took the face off the thermostat checked to see what type of voltage was put when I touch the red wire which is hot and y1 which is the first compressor I get about 17 volts, when I do the same with y2 which is the second compressure I get about 18 volts. Can someone please let me know what is going on. Thanks for your help
