Depends on what is described in the property deeds, as well as state and local law. Also whether the road is public or private.
You definitely need the services of a lawyer with expertise in these matters locally.
Are there right of ways listed on the deeds ? Has the owner of the landlocked property, filed in court for an easement to allow access to their property ( even sometime in past and listed on one of the deeds)
