The toilet worked fine until this weekend. I had teenagers visiting and one of them plugged the toilet. Since then, after plunging etc the toilet is not flushing properly and I noticed the water level in the bowl is lower. The dual flush is only a year old!

The toilet bowl may still be clogged... hard to say at this point.

First, check the toilet shutoff and make sure it is fully opened up. If this was closed it could certainly present issues.

Otherwise, I'm thinking that someone may have taken the toilet lid off and moved something in the tank without knowing it. Remove the tank lid and place somewhere safe and then check if the refill tube is stuck into the overflow tube in the center of the tank. This refill tube fills/washes the toilet bowl and sets the bowl water level.

Check for the tube placement and make sure it is feeding water into the overflow tube. Flush the toilet a few more times and let us know if there is an improvement or not... OK?
