Child custody/fathers rights

Support and visitation/custody are two different issues. The father could be ordered to pay child support without having custody/visitation ordered.

Or vice versa. He could have visitation without support. The court orders one parent as a the primary custodian. The other is the non-custodial parent. The court will also order a visitation schedule, usually based on an agreement between the parents.
