I own a 1985 toyota camry. I have changed the alternator, and I took the new one to get tested again, but everything seems to be fine with that, I am still getting engine surge and my lights all surge with it. My radio seems just fine I actually just put another one in. The weirdest thing is that my charge light and my brake light on the dash are the only ones that flash with everything else.

For engine surging:

. Check for vacuum leak at the intake manifold or vacuum hose.

. Check for intake air leak.

. Check fuel pump and pressure regulator.

. Check for engine control system malfunction.

You may be focusing on the effect (symptom), not the cause.

Some Toyota's, if not most of them, react differently when aftermarket parts are installed in them.
Sure they may test "fine" when pulled out of the car and tested, but once back in there, the electrical gremlin comes out.
Let me give you an example. Back in the mid 90's, Toyota tried working with Delphi products in the Corolla's.
99% of those alternators were replaced with Denso's and never saw them again.
The only thing I can suggest at this point is try a genuine Denso part to be sure.
Also, make sure that battery is not defective. Have it tested also.

You may also want to consider adding redundant grounds at various points.
Loss of a good ground path can make electrons grumpy.
Do you know how to do voltage drop testing? That will tell you which circuits need attention.
