On the 22 July my period didn't start so on the 27 July had a HCG test was negative and now I'm 16 days late .What is wrong?

Maybe try another test... it may have been too early if you think pregnancy is a possibility. You might just have skipped the July period. See what happens when you are due this month and test again if need be or see your doctor.
