Bumps in those sort of places can have a number of reasons as to why they're there. Could be an ingrown hair, a gland of some kind that normally would get larger as you're maturing, a pimple, the result of your penis getting irritated due to masturbation, a bump that's supposed to be there but that you're just now discovering, etc.

We can't diagnose anything medical on this site. To do so would be irresponsible as well as unethical. The best we can do is guess here.

My suggestion would be to not mess around with it for a few days and see if it goes away. If it hurts without messing around with it or gets larger, then it's time for you to have it examined by a physician.

Have you tried talking to your dad or another adult male about it whom you're close to, please? It would be okay to do that! I have bumps in places on mine too, and they've never been a problem!
