Can a lanlord collect first and last month plus a security deposit

The way it works where I live, the first and last is your security deposit. I have never paid, anywhere I have rented over the years, an additional amount for a security deposit.

The question was whether LL can (i.e.: may, legally) collect 1st & last month's rent, plus a security deposit. Normally, if the LL requests this, the tenant can choose to either agree, and pay it, or not agree, and not rent the premises.

There may be, I guess, a statute prohibiting LLs to require 1st & last plus SD. We don't know if there is such a statute, and cannot know unless we know the venue.
