I owe child support and trying to go see my very ill grandma , to date I owe around 30,000 but I still pay monthly (state of Arizona garnishes my checks and I've been working for two years since I was released from ADOC.Is there a way for me to get a passport?

I don't think so... as long as child support owed is more than $2500, you will not be able to get US passport.
