My husband and I currently live in a duplex here in Wisconsin. My landords do not want to provide us with a second parking space as we have two vehicals, when they have a two stall garage. They use the garage for one vehical and personal items. Its also not in the lease that we do not get two parking spaces. Do they by law have the right to not provide us with a garage spot?

The law does NOT require them to furnish you with parking at all. You are entitled to what's in your lease and nothing more.
