I have a hose outside my house that had running water yesterday and not today, my water meter is not running... What's going on?

Most likely something has gotten caught up in the valve itself. Here, if you are comfortable attempting to fix this, shut off the shutoff inside the building and disassemble the valve so you can get to the washer inside. Once you have the handle/stem/washer assembly out of the valve turn the water back on for a few seconds to clear the line. IF water came out at this time, reassemble the valve and you should be all set. You may need to replace the washer at this time.

If no water came out after turning the water back on without the parts in place then you'll need to repeat all these steps on the shutoff itself... only shut the water main shutoff and repeat!
