Write your landlord a certified letter telling them they have 72 hours to fix the AC or you'll move. If they don't, move.

First, you need to check with your local building dept. A/C, even in TX may not be a requirement. It also depends on whether A/C is included in your lease.
Also TX is a very landlord friendly state. Instead of threatening to move you might want to state you will have it repaired and deduct the amount from your rent.
But you do have to make sure the landlord is aware of the problem and given a deadline to fix it.
