Does a finished basement require outlets within 6 ft. of cord and plug connected equipment? According to my interpretation no it is not a dwelling unit in one or more rooms, it is on another floor without complete and independent living facilities. What do you think?

A finished basement in a dwelling is subjected to the same outlet spacing as any room in a dwelling,

Section 210.52 (A) (1) Spacing-Receptacles shall be installed such that no point measured horizontally along the floor line in any wall space is no more than 6 feet from a receptacle outlet.

If this room is not part of a dwelling, then the above does not apply

So tkrussell, is there suppose to be less than six feet between receptacles or more than six feet between receptacles?

Pick a spot on the wall. That spot must be no farther than 6' from a receptacle, in both directions. As long as one is within 6' you are code.
This equates to 12' maximum between receptacles.

And this is minimum, you can, and we suggest, you have outlets closer than 12 feet apart.

As I enter a room through a door, I will put the first outlet somewhere between 1 to 6 foot away from the door opening, usually about 4 feet, then have the next one about 10 foot away, so on and so forth, putting outlets where they would be needed, and trying to avoid having them behind large furniture.
