I took my car to get a smog check at a Test Only facility. After the technician tested it, he called me into the office to tell me that it failed. He then asked if I was a good or bad girl and asked if I wanted to have a quickie. "Youre hot, and Im horny, so wouldnt you like some mutual satisfaction.." Who would I report this to?

First not really against the law, a man can ask a women for sex ( but can not offer to pay her for sex)
If he offered to pass your car for sex, that would be illegal.

I guess, consider yourself "hot" and I guess you, since men hitting on you if you are hot should be a more common thing
