Who did he pay the money to? And, yes, if fraud is involved and you can PROVE it he can be deported. Of course, the question will be whether you were aware of the plan, whether you consented, whether now you have sour grapes because he left you - then you get investigated, too.
But, yes, contact Immigration/Homeland Security in your area and report him.
To become an ILR, it takes up to 3 years, which indicates he did not "use" you. If you feel you're being "used", you should file annulment after 6 months from the date you got married.
But she does not say exactly he paid to whom and what for... so it could be the application fee, lawyer's fee, etc. As far as I know, immigration in UK is no different than US, and not only you can't "buy" one, you must be qualified in one of the categories.
ILR is equivalent to US's 10 years green card, so he's eligible to obtain citizenship by himself, married or divorced doesn't matter.
