This is a common problem in my area. Usually the dielectric unions on top of the water heater get plugged up and changing them is what I do. However, it may be a clog in the shut off valve, or shut off isn't turned all the way on, or there may be galv nipples on top of the water heater that have plugged. I would start by shuttting water off to heater, and disconnect dielectrics to see if they are plugged.
