This is not the blower in house ac but the one in the car.. it is running but does not come on full speed is there something other than the motor that could be causing this?

On Accords, the blower control switch sometimes go bad.

Probably have this solved already, but you can tell if it is the switch or the motor, if the motor runs in all speed positions but slower than normal, it likely is worn brushes and the motor is failing. (If the brushes are replaced soon enough probably the motor can be saved. If ran long like this though the armature will be damaged.) If the motor runs normally in all the speeds except the full position its likely the switch or some fault in the wiring. Hope that helps, Troy
