Not sure about that topic. Have you contacted WIOD and asked them about this? Having your rights restored would only come into play if you completed all your felony sentence obligations and that would definitely include restitution. And you would have to wait at least 10 years before you could apply to have your record expunged which would restore your rights.
Yes, since you can't get your rights back, till after everything is cleared, not sure what it was.
I know in GA, there has been a ruling that you can not be sent back to prison for merely not being able to pay your fines and charges. ( if you are trying to find work and can't find a job)
It is being challenged, so not sure how it will end up.

I'd call the radio station... But, one thing is for SURE. They won't do ANYTHING for you UNLESS you have completed absolutely EVERYTHING you were supposed to do for them, and that includes paying off your restitution.
