Ive got the same problem... my friend was born in victoria (living in queensland) no id no birth certificate and the birth certificate pplz in victoria and bascially sending him in a loop with ID sending(which he has none of). Any ideas?

If the bureaucracy is not working for you, try elevating things. Talk to your elected representatives, try and get media to help. Your friend needs to become a squeaky wheel.
