I have sprayed it with horticultural oil but I still see some white specks everywhere. Should these be removed (I read a toothbrush would do it)? Is there a way to know which are dead or which are new ones?

Hi! Rabidm, welcome to AMHD :)
You could, but you should use a very soft brush.
Pruning and removal of dead leaves, branches, and mulch are indicated.mobot.org/gardeninghelp/plantfinder/Euonymus ScaleQuote:
3. Remove scales manually. If caught early, minor scale infestations may be scraped off with a fingernail or gently scrubbed off with a soft brush or toothbrush. By rubbing the scales off the plant, their mouthparts are injured and they are unable to re-infest the plant.
